CHAOS
Management

Integrated operations and safety leadership
Chaos Management is a director-led event operations, event safety and crowd safety consultancy supporting medium- and large-scale complex outdoor events. We provide senior-level leadership directly, with additional support from a trusted associate network where the scale or complexity of the event requires it.
We help organisers bring structure to complexity through clear planning, proportionate safety management and strong operational leadership. By combining operations and safety expertise, we help ensure decisions are workable, risks are properly considered and teams have clear direction from planning through to live delivery.
The result is events that are better prepared, better controlled and better able to adapt when conditions change, without losing the ambition behind them.
Director-led Support
Senior strategic and tactical operations and safety leadership, with direct involvement from early planning and preparation through to live event delivery.
End-to-end Targeted Input
Support across the full event lifecycle, or focused input at the stages where experienced operations and safety leadership is needed most.
Practical and Proportionate
Clear planning, proportionate safety management, defensible decisions and controlled delivery tailored to the scale, complexity and demands of each event.
Operations and Safety Services
Director-led event operations, event safety and crowd safety leadership for complex outdoor events. Services can be provided individually, at key stages of planning and delivery, or as an integrated operations and safety leadership function across the event lifecycle.
Our strategic and tactical input helps organisers establish the right approach early, translate plans into workable delivery arrangements and maintain effective oversight as the event moves from planning through to live operations.

A joined-up approach to event operations and safety from early planning through to live delivery. By bringing both disciplines together, operational decisions are made with safety built in from the outset, while safety arrangements remain practical and workable in the live event environment.
This can encompass operational planning, event safety management, crowd safety, emergency planning, operational readiness, event control and on-site leadership, giving organisers clearer oversight, fewer gaps between workstreams and a more coordinated approach to delivery.
Strategic and tactical operational leadership that turns the event concept into a workable delivery model. This can include operational structures, site and access planning, resource requirements, contractor interfaces, communications, readiness, briefings and coordination across event teams and external partners.
Strategic and tactical safety leadership throughout planning and delivery, including risk management, safety strategy, Event Safety Management Plans, contractor assurance, site safety, monitoring arrangements and operational readiness.
Planning and leadership for how people move, gather and respond throughout the event. This includes capacities, ingress and egress, crowd flow, queues, density, pinch points, emergency access, evacuation and invacuation, show stop arrangements, adverse weather and other foreseeable contingencies.
Experienced tactical leadership during live operations, supporting effective event control, maintaining situational awareness, coordinating teams, managing emerging issues and ensuring decisions are made, escalated and implemented effectively.

Events We Support
With more than 20 years’ experience supporting medium- and large-scale outdoor events, we understand the operational, safety and crowd challenges that come with complex live environments. We provide strategic and tactical leadership across the full event lifecycle, or focused support where experienced input is needed most.
Our experience spans festivals, live music, parades, sporting and cultural events, each with different audiences, environments and operational demands.
From large-scale music festivals to multi-stage outdoor events, we support organisers with the planning, coordination and control needed to manage complex sites, large audiences and multiple operational workstreams. Our experience includes event operations, event safety, crowd safety, contractor coordination, emergency planning and live event control.
Public events often operate across streets, city centres and shared public spaces, creating additional challenges around crowd movement, access, transport, stakeholder coordination and public safety. We help organisers develop practical, joined-up operational and safety arrangements that support safe and controlled delivery.
Sporting events can involve large audiences, complex venue and transport interfaces, changing crowd dynamics and demanding live schedules. We provide operations, safety and crowd safety leadership to support spectator movement, event control, emergency arrangements and the wider coordination of event delivery.
Arts and cultural events can create unusual operational challenges, particularly where performances take place across public spaces, temporary venues or multiple locations. We develop proportionate operational and safety arrangements that protect the creative ambition of the event while ensuring it can be delivered effectively.
Not every event fits neatly into a single category. We also support public gatherings and other complex outdoor events where experienced operations, safety or crowd safety leadership is required. Our approach is tailored to the scale, environment, audience and operational demands of each event.

What our customers say
Serena has a great way of progressing the Health and Safety agenda on an event site, without encountering the often-encountered resistance or reluctance that can be so prevalent in our industry. Having worked with Serena on a festival event, I have seen her operate firsthand and I thoroughly enjoyed working with her. Beyond enjoying working with Serena, I found myself picking up tips and tricks and learning from her also. I would happily work with Serena again and look forward to hopefully doing just that in the future.
